2019 Summer Youth Camps NJ Child Care Subsidy Program – Registration Requirements

In order to receive payment through the New Jersey Child Care Subsidy Program for this summer season, 2019, you must meet the requirements outlined on the following notice:

Subsidy payment issued through the Department of Human Services (DHS), Division of Family Development (DFD) Child Care Program can only be authorized for summer youth camp programs that are licensed under New Jersey Administrative Code; N.J.A.C. 3A:52, Manual of Requirements for Child Care Centers; or New Jersey’s Administrative Code. N.J.A.C. 8:25 New Jersey Youth Camp Safety Standards. Summer Camps and Youth Programs are also required to comply with DHS/DFD Health and Safety training requirements are outlined below.

As of November 2017, subsidy payments through DHS/DFD, introduced new requirements for summer programs that accept child care subsidy payments. These changes were put into place as a results of the Child Care Development Block Grant (CCDBG) Reauthorization Act of 2014. This federal law increased the health and safety requirements for all child care and early learning settings that accept child care subsidies, including youth camps.

To receive child care subsidy payments from the DFD child care subsidy programs youth camps must comply with the requirements below and must submit the documentation as outlined in the flyer above. Pre-Service Training Requirements

Best practices and standards are the foundation of quality care. Meeting the basic health and safety needs of all children sets the stage for positive child outcomes. The CCDBG is the primary federal grant program that provides child care assistance for families and funds child care quality initiatives. Congress passed bipartisan legislation to promote the safey of children in child care (P.L. 113-186) to mandate baseline safety and quality measures to improve the quality of all child care programs.

To meet these requirements, the State of New Jersey has issued the following provisions that must be met by all child care programs that receive child care subsidy funds.

All staff responsible for the supervision of children in subsidized care must complete the following health and safety pre-service trainings. Trainings can be accessed online at http://www.childcarenj.gov/Providers/Training.

All required trainings (Health and Safety Basics, Child Abuse and Neglect, Child Development and First Aid and CPR) can be accessed through Child Care Resources of Monmouth County. Trainings provided by Child Care Resources are free, classroom-based and meet all the requirements as set forth by DFD. Trainings are being offered at time that are convenient and can meet the needs of youth camp staff by our Lead Trainer.

Youth camp staff must register through the NJ Workforce Registry (www.NJCCIS.com) to access trainings. All staff should register in the NJ Workforce Registry in order to register for training. Child Care Resources staff is available to assist every professional registering in the NJ Workforce Registry. Our agency has available computers to support you during designated hours and by appointment. DFD will track and monitor compliance with the pre-service health and safety trainings.

Required trainings include:

  • School-Age and Summer Camp Health and Safety Basics (six hour module – overview of the required health and safety topics);
  • Identifying Child and Abuse and Neglect (two hour module);
  • Foundations of Child Development (two hour module); and
  • First Aid and CPR Training (at least two members who have current certified basic knowledge of first aid principles and cardiopulmonary resuscitation (CPR), as defined by a recognized health organization shall be in the center at all times when enrolled children are present).
